गोवा लोक सेवा आयोग (जीपीएससी) ने वर्ष 2024-25 के लिए जूनियर स्केल ऑफिसर पाठ्यक्रम जारी कर दिया है। पाठ्यक्रम पीडीएफ प्रारूप में डाउनलोड के लिए उपलब्ध है। जिन उम्मीदवारों ने गोवा पीएससी जूनियर स्केल ऑफिसर भर्ती के लिए आवेदन किया है, उनके लिए तैयारी शुरू करने से पहले पाठ्यक्रम और परीक्षा पैटर्न की जांच करना आवश्यक है। गोवा पीएससी जूनियर स्केल ऑफिसर परीक्षा में दो पेपर होते हैं, पेपर I और पेपर II, कुल 250 अंकों के होते हैं। पेपर I में जनरल इंटेलिजेंस, रीजनिंग और न्यूमेरिकल एप्टीट्यूड, भारतीय संविधान की मूल बातें, शासन और प्रशासन और सामान्य ज्ञान और करंट अफेयर्स शामिल हैं। पेपर II अंग्रेजी समझ पर केंद्रित है। परीक्षा पैटर्न में नकारात्मक अंकन शामिल है, जिसमें प्रत्येक गलत उत्तर के लिए 0.5 अंक काटे जाते हैं। गोवा पीएससी जूनियर स्केल ऑफिसर सिलेबस जीपीएससी की आधिकारिक वेबसाइट पर डाउनलोड के लिए उपलब्ध है। प्रश्न पैटर्न और प्रकार का अंदाजा लगाने के लिए पिछले प्रश्नपत्रों का अभ्यास करने की सलाह दी जाती है।

Part B. भारतीय संविधान की मूल बातें, शासन व्यवस्था और प्रशासन

इस घटक का उद्देश्य भारत के संविधान, शासन और प्रशासन से संबंधित मुद्दों और विषयों पर उम्मीदवार के ज्ञान और योग्यता का परीक्षण करना है। संविधान पर, छात्र को भारत के संविधान के प्रमुख प्रावधानों से परिचित होना चाहिए जिनका भारतीय लोकतंत्र के कामकाज से सीधा संबंध है और साथ ही संवैधानिक सुधार/संशोधन से जुड़ी बहसों से भी परिचित होना चाहिए। शासन और प्रशासन के संदर्भ में, उसे नौकरशाही की भूमिका, केंद्र, राज्य और स्थानीय स्तर के शासन तंत्र (भारत और गोवा राज्य के संदर्भ में), सुशासन के मूल सिद्धांतों और समाज-नौकरशाही इंटरफेस में उभरते मुद्दों से परिचित होना चाहिए। चयनित विषयों में शामिल होंगे:

चुनाव और चुनावी प्रक्रिया, केंद्रीय और राज्य चुनाव आयोग, लोक प्रतिनिधित्व अधिनियम, 1950 (1950 का 43) और लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43)।
राष्ट्र निर्माण में नौकरशाही की भूमिका, सिविल सेवा प्रशिक्षण, केंद्रीय सिविल सेवा नियम, प्रशासन में ईमानदारी, सार्वजनिक निजी भागीदारी।

इस घटक का उद्देश्य भारत और गोवा राज्य से संबंधित ऐतिहासिक और समकालीन प्रकृति दोनों के सामान्य मुद्दों पर उम्मीदवार की जागरूकता और ज्ञान का परीक्षण करना है। प्रश्नों का उद्देश्य वास्तव में विषय पर गहन ज्ञान का परीक्षण किए बिना ऐसे मुद्दों पर उम्मीदवार की तथ्यात्मक और साथ ही विश्लेषणात्मक समझ का परीक्षण करना है। इसमें इतिहास, भूगोल, संस्कृति, वैज्ञानिक विकास और समसामयिक मामलों पर प्रश्न हो सकते हैं।

This Component is aimed at testing the candidate’s knowledge and aptitude on issues and themes relating to Constitution of India, Governance and Administration. On the Constitution, the student must be familiar with the key provisions of the Constitution of India having a direct linkage to the
functioning of the Indian Democracy and also the debates surrounding Constitutional Reform/ Amendment. With reference to Governance and administration, he must be familiar with the role of bureaucracy, Central, State and local level governance mechanisms (with reference to India and the
state of Goa), fundamentals of good Governance and emerging issues in society-bureaucracy interface. The select themes shall include:

Constitution of India:- Preamble, Fundamental rights, Fundamental Duties, Directive Principles of State Policy
Constitution of India and the Central and State Legislatures, Executives and Judiciary

This component is intended to test the candidate’s awareness and knowledge on general issues of both historical and contemporary nature relating to India and the State of Goa. The questions aim at testing both the
factual as well as the analytical grasp of the candidate on such issues without actually testing deeper knowledge on the subject. It may contain questions on history, geography, culture, scientific developments and current affairs. The select theme shall include:

– India’s Freedom struggle, Goa’s Freedom struggle.
– Physical, Economic and Social Geography of India and Goa
– Religion, Customs and Festivals: India and Goa.
